Gulf Horizon Bank takes a Dubai-rooted approach to a longstanding challenge in global finance: banking globally has historically forced customers to choose between traditional fiat services, the emerging digital-asset economy, and the cost of maintaining an offshore structure. GHB removes all three compromises - through a deliberately dual-perimeter model.
GHB intends to establish two separately authorised banking perimeters, subject to receiving the required permissions. Its onshore UAE business is intended to be licensed by the Central Bank of the UAE and serves UAE residents, UAE-incorporated businesses, and domestic clients with AED accounts, WPS payroll, local lending, and onshore trade finance. Its offshore banking business is intended to be licensed through a UAE financial free zone - DIFC under the DFSA, or ADGM under the FSRA - and serves international clients with non-resident multi-currency accounts, offshore deposits, international lending, offshore custody, and cross-border crypto services.
This is not a workaround. It is the structure the UAE market itself uses. "Offshore banking" in the UAE typically means a DIFC or ADGM account operating under English common law, with its own regulator and its own courts, rather than a CRS-exempt secrecy vehicle. GHB's target offshore perimeter would give international clients a regulated, common-law banking environment in Dubai - without requiring them to establish a separate offshore company, trust, or nominee arrangement in another jurisdiction.
All product tiers, fee figures and operating capabilities from your GHB source specification are presented below in full.
Dubai, United Arab Emirates.
GHB intends to operate under a CBUAE banking licence, subject to authorisation for its onshore UAE business, issued under the Federal Decree-Law No. 6 of 2025 framework, which explicitly brings payment services utilising virtual assets within the Central Bank's licensing perimeter. GHB's intended offshore banking business operates under a separate financial-services licence from the DFSA (DIFC) or FSRA (ADGM), as a Category 1 deposit-taking institution. GHB also intends to obtain a VARA Virtual Asset Service Provider licence for virtual-asset activities conducted in Dubai. After authorisation, GHB will publish the relevant licence numbers and official CBUAE, DFSA/FSRA and VARA register links.
Banking should be instant, transparent, and borderless. Digital assets are not a separate universe; they are part of the same balance sheet. Regulation is not a constraint; it is the foundation of trust. And a bank without branches - with an onshore perimeter for the UAE and an offshore perimeter for the world - can still be the most personal bank you have ever used, wherever you are.
GHB will serve UAE residents and businesses through its planned onshore CBUAE-licensed perimeter, and international clients through its offshore DIFC or ADGM-licensed perimeter. International clients will receive offshore banking services - non-resident accounts, offshore deposits, offshore lending, and cross-border crypto services - under the offshore perimeter's common-law regulatory framework. They are not required to open an onshore UAE account, obtain a UAE residence visa, or establish a local UAE company to bank with GHB offshore.
GHB's intended senior management team will include a resident CEO, COO, CISO, CCO/MLRO, and CRO, each with sector-specific experience and UAE residency as required under VARA's governance framework. The planned offshore entity's governance will be separately constituted to meet DFSA or FSRA senior-manager requirements. Leadership information is available on the Leadership page.
